Definition:  A portable multifunctional item used to display electronic technical manuals, engage interactive electronic technical manuals and perform examinations of various electrical characteristics such as voltage and resistance measurements. When grouped with other instruments, specialized electrical examinations may also be made. These include, but not limited to, (1) radio requency spectral analysis, frequency measurements and other measurements and (2) the ability to generate audio and radio frequencies or other stimuli. May include the ability to analyze diagnostic data captured from various equipment, weapon platforms or from a separate test apparatus.
