Definition:  A metal or metal and rubber tubular stem designed to inclose a VALVE CORE, PNEUMATIC TIRE and to form a complete valve when inserted into the valve seat of a dual seal inner tube. It permits inflation or deflation of both compartments of a dual seal inner tube. May include a VALVE CORE, PNEUMATIC TIRE and/or CAP, TIRE VALVE. Excludes: VALVE, PNEUMATIC TIRE.
