Description:  1. (Machine Tools) A stationary or portable machine having rotating spindle(s) designed to hold cutting tools which are fed through materials. The machine is fixed-in place to a floor, bench, or other foundation; or is so designed that it must be carried to the work and affixed thereto to operate. Excludes: hand held power driven tools. 2. (Well Drilling) A power-operated machine designed for vertical well drilling either (1) by percussion caused by the raising and lowering of a heavy, cable suspended, nonrotating drill bit and drill bit attachment, or (2) by imparting pressure to a hollow rotating drill bit and drill bit attachments through which a fluid is pumped to force the loose material at the drill bit to the surface during drilling operations.
